Long forms save as drafts; Submit turns on when complete; the record is read-only after.

After submit the record opens read-only with its status.
Rules
- Submit stays off until every required field is filled.
- Drafts appear in the list with a Draft label and open back into the form.
- Submitted records are read-only; changes go through Edit in place or a new record.
